Permissive dialing period for split begins November 1, 1999.
Permissive dialing period for split ends October 1, 2000.

At about the same time, most of the rest of inland 407 will be 
overlaid with 321.  Mandatory 10-digit dialing in this area and
the introduction of 321 in this area will both occur on 12/01/1999.
The end result will be an area of just 407, an area of just 321,
and the remainder both 407 and 321.
