This is without doubt the WORST area code split yet!  In addition to
being a three-way split, it also includes dozens of exchanges which 
will be divided and will appear in two or even all three of the new
area codes!  The reason for this insanity is that the split follows
municipal boundaries rather than telephone exchange boundaries.
